Dr. Tal Becker is a research fellow at the Shalom Hartman Institute, a member of the Hartman Institute’s iEngage Project, and Deputy Legal Adviser of the Israeli Ministry of Foreign Affairs.
 
From 2010-2012, he was senior fellow at the Washington Institute for Near East Policy. Prior to that, he served as senior policy advisor to Israel’s Minister of Foreign Affairs and, among many responsibilities, was a lead negotiator and drafter in Israeli-Palestinian peace negotiations.
 
Dr. Becker holds a doctorate from Columbia University, lectures widely throughout Israel and overseas, and is the recipient of numerous scholarly awards. His book, Terrorism and the State: Rethinking the Rules of State Responsibility, is the recipient of the Guggenheim Prize for Best International Law Book.
