Thanks for a thoughtful engagement with some difficult and troubling questions. As Israel, the US, and others increasingly confront asymmetric warfare, there is need to consider more fully the consequences of violations of conventional norms by the other side on one`s own conduct. This has public relations/political consequences as well as ethical and military ones. The allies justified fire bombing of German cities in WWII by reference to rocket attacks on London, and invoked Pearl Harbor (as well as likely losses in a conventional invasion) to justify fire bombing of Tokyo as well as use of atomic weapons on Japanese cities. Does firing from within densely populated civilian areas (e.g., by Hamas from locales proximate to places of refuge) justify reciprocal fire with armaments likely to affect many civilians? Or does the question need to be even more nuanced and contextual? It is tremendously difficult to move from abstract propositions to specific guidance, so careful retrospective analysis of actual cases, however painful (especially in public), is necessary to test what the abstract principles really mean. One also needs to consider whether, and how, moral repulsion around the world--and its political consequences--play into the moral analysis of the actions themselves. I am very frustrated by differential moral standards applied to Israeli actions in much of the world, but this seems to be a reality, and the fact that there is a skew does not necessarily justify problematic actions, as in recent Gaza fighting.
